In that type of work everything is possible. We as a normal people are free to consider the spy stupid or think there are many others more stupid, but our intelligence don't think the same way and they wont spend all the time with everybody busy with only one spy. Any way the zombaelis are sending army of spies to infiltrate many sites and classes of people. The spy wasn't really stupid as we think may be, he tried to look normal as much as possible. We don't have to care if the spy seem to be normal or not, we have to find his actions. If anyone from any nationality anywhere in the world break the law of a country, he will be caught and punished. Egypt didn't create something new or a special new law for spies. The Mussad knows that sending a spy to stand in the hot spots is big risk and they know that he may not return back and will be punished according to what he did. They don't care about him or others as they pay them some money and those people sell themselves.
